The issuance of driving licenses is preparing to enter a new digital era with the development of an integrated system. This aims to fundamentally transform administrative procedures.
Osman Mahomed, Minister of Transport, provided details to Parliament on the management of driving licenses. He addressed the subject in a response to a question from the Mauritian Militant Movement MP, Ludovic Caserne. He announced the creation of an integrated digital system within the Traffic Branch.
In his written response, he indicates that, “in accordance with regulations 57 and 58 of the Road Traffic Regulations, Mauritians already holding a driving license are issued, on request, an international driving license by the Licensing Office of the Mauritius Police Force, against a fee of Rs 800”. It is also specified that “international driving licenses issued to Mauritians are valid for a period of one year”.
On the question of extending the validity to three years, the government recalls that “the 1968 Vienna Convention on Road Traffic provides that an international driving license is valid for three years”. But Mauritius has neither signed nor ratified this convention.
Concerning the dematerialization of procedures, it is indicated that since September 2, 2022, “an online platform is available only for making appointments”. After submitting the application, candidates must still physically present themselves at one of the three driving test centers at Barracks Centrales, Flacq or Curepipe for verification of the original license.
Finally, he specifies that an integrated driving license management system is being developed at the Traffic Branch. This system “will allow applicants to submit applications for driving licenses and international licenses online, to make payment of prescribed fees and to monitor the processing of files”. According to authorities, the system is currently in the testing phase and is expected to be fully operational by December 2026.
